To support the collaboration of Federal law enforcement agencies in targeting Federal crimes, including juvenile crimes, in and around public housing.
Program Description:
This technical assistance program provides assistance to public and Indian housing authorities in their collaborative work with Federal law enforcement agencies to identify, measure, and target Federal crimes in and around public housing. Operation Safe Home is a joint effort of the Federal law enforcement agencies, the Secret Service, and the Bureau of Alcohol, Tobacco and Firearms and is coordinated by the U.S. Department of Housing and Urban Development, Office of the Inspector General.

Public Housing Drug Elimination Program
Program Objective:
To assist public and Indian housing authorities in their local antidrug and anticrime efforts.
Program Description:
Through this competitive grant program, housing authorities receive funds to implement several eligible activities, including housing authority law enforcement; local law enforcement; security contracts; investigations; volunteer resident patrols; and prevention, intervention, and treatment activities for residents. More than 40 percent of the funds are targeted to prevention activities, many of them intended for young persons. In FY 1995, the U.S. Department of Housing and Urban Development distributed more than $260 million through this program.

Public Housing Youth Sports Program
Program Objective:
To assist public and Indian housing authorities in their local youth prevention programs.
Program Description:
Through the Public Housing Youth Sports Program (YSP) competitive grants program, housing authorities receive funds to implement and support sports, recreational, and cultural opportunities for youth in public and Indian housing. YSP focuses on helping youth develop leadership skills, gain self-esteem, and learn the value of teamwork in a positive and drug-free environment. YSP activities include renovating or constructing community centers and playground areas adjacent to public and Indian housing; sponsoring economic, vocational, or educational programs designed to increase opportunities for youth; and providing athletic or recreational programs that include antidrug themes. In FY 1995, approximately 5 percent of drug elimination funds were used for YSP.

Urban Revitalization Demonstration (HOPE VI)
Program Objective:
To provide major funding to selected public and Indian housing authorities to develop comprehensive solutions for revitalizing select housing communities.
Program Description:
Comprehensive solutions often include the demolition and redevelopment of housing units, supplemented with innovative programs for security, crime prevention, and job development. Many of the prevention programs are targeted to young persons, including the development of Communities of Learning. This program, supported by partnerships with local educational institutions, allows the installation of electronic infrastructure to support education and job training.

Youth Leadership Technical Assistance and Training
Program Objective:
To provide technical assistance and training to public and Indian housing authority staff and residents in developing youth leadership.
Program Description:
Three organizations are developing technical assistance and training opportunities for housing authority staff and residents to use when working with youth who live in public and Indian housing. The U.S. Department of Housing and Urban Development is working through local violence- and crime-prevention efforts to help young persons develop into community leaders.
